Resumo As decisões individuais são objeto de forte discussão entre os diferentes campos de pesquisa na economia. Decisões de investimento e inovação afetam de forma direta o desempenho econômico das nações. Duas abordagens teóricas são objeto de discussão neste trabalho: as teorias (pós) keynesiana e (neo) schumpeteriana. A proposta do texto é explicar o comportamento dos investimentos e da inovação no Brasil contemporâneo enfocando o âmbito das decisões individuais. Embora tais variáveis e seus determinantes tenham conotações macroeconômicas, seus comportamentos merecem ser avaliados a partir das ações dos indivíduos e das firmas e dos fatores que inibem ou estimulam as deliberações de investimento e inovação. Abstract Individual decisions are the object of strong discussion among the different fields of economics research. Investment and innovation decisions directly affect the economic performance of nations. Two theoretical approaches are discussed in this work: (post) Keynesian and (neo) Schumpeterian theories. The aim of this text is to explain the behavior of investments and innovation in contemporary Brazil, focusing on the scope of individual decisions. Although these variables and their determinants have macroeconomic connotations, their behaviors deserve to be evaluated based on the actions of individuals and firms and on the factors that inhibit or encourage investment and innovation deliberations. The paper use elements of the original institutionalism to analyze the development dynamics in peripheral countries. Based on the specificities of underdeveloped countries described by the structuralist approach, we strive to establish a theoretical nexus with the institutionalism in order to comprehend the intrinsic aspects of the social structure stratification. Thus, we incorporate the veblenian notion of emulation as the analytical root of the demonstration-effect, which, through conspicuous consumption, diffuses and legitimizes consumption and production patterns in the society. We conclude that the complementarity of the approaches contributes to deepen the understanding about social characteristics of the differentiation process in the center-peripheral system.

Este artigo busca elementos do institucionalismo original para fazer uma releitura da dinâmica de desenvolvimento de países periféricos. Com base nas especificidades dos países subdesenvolvidos destacadas pelo estruturalismo, procuramos estabelecer um nexo teórico com o institucionalismo, no intuito de apreender aspectos intrínsecos de estratificação da estrutura social na periferia. Nesse sentido, incorporamos a noção vebleniana de emulação como a raiz analítica do efeito-demonstração, que, a partir do consumo conspícuo, difunde e legitima padrões de consumo e produção para a sociedade. Concluímos que a complementaridade das abordagens contribui para aprofundar a compreensão sobre aspectos sociais do processo de diferenciação do sistema centro-periferia.

Resumo O trabalho objetiva apresentar uma interpretação institucionalista da inflação e do resultado dos Planos Cruzado e Real a partir da teoria da regulação e do antigo institucionalismo de Veblen. Com a teoria da regulação observa-se a contribuição das formas institucionais de estrutura para persistência e fim da inflação no Brasil. Do ponto de vista do institucionalismo de Veblen demonstra-se que as formas institucionais contribuíram para consolidar o que se denominou de hábito inflacionário, presente no Brasil ao longo de sua história e que ganhou maior relevância na década de 1980, inviabilizando o Plano Cruzado. Por outro lado, com a nova configuração macroeconômica e o Plano Real finalmente aconteceu a supressão do hábito de reajustar preços, o que proporcionou a estabilidade monetária.

Abstract This paper aims to present both an institutionalist interpretation of inflation and of the result of the Real Plan and the Cruzado Plan from the theory of regulation and the old institutionalism of Veblen. Using the Theory of Regulation we observe how the institutional forms of structure contributed to the persistence of and the end of inflation in Brazil. From the point of view of Veblen's institutionalism we show that the institutional forms have contributed to consolidating what is called the "inflation habit", present in Brazil throughout its history. This "habit" increased in relevance in the 1980's, and derailed the Cruzado Plan. On the other hand, with the new macroeconomic configuration and the Real Plan, the suppression of the habit to adjust prices finally took place, which in turn provided monetary stability.
